ProofPrice copies the table once a day and returns the published figure for the state's newest month, unchanged, with the same month a year earlier. No range is calculated: EIA gives one average and does not say how many customers or bills are behind it. EIA publishes no figure for some state-months; the answer then uses the state's newest published month and says so.",
